A Human Rights Review on the EU and Israel - Relating Commitments to Actions

The report examines the EUs positions and responses to Israeli violations of international law in the Occupied Palestinian Territories (OPT), and its commitments to respect and promote human rights in relation to its actions vis--vis Israel. It also constitutes the EMHRNs first annual assessment of EU compliance with its own human rights commitments in its relations to a third country in the Barcelona Process. Focusing on events and developments from July 2003 to September 2004, the review presents several instances where Israels implementation of its agreements with the EU has been based on its rejection of its key international obligations as an occupying power, and as a state of all its citizens, and in violation of the agreements themselves. Moreover, it demonstrates how the EU may have actually facilitated Israels violations of international human rights and humanitarian law by deferring to them in its own dealings with Israel.
