Communication Consultant

The NGO Development Center (NDC) has received a financing toward the cost of the East Jerusalem Identity and Resilience Support Program AJIR+ and intends to use part of the funds thereof to payments for Communication Consultant to be hired under the project.
The main objective of this assignment is to support in developing and implementing communication plans for AJIR+ programme and the selected subprojects in compliance with NDC standards and AFD guidelines. The Consultant will also provide both strategic and administrative support in order to augment the visibility of NDC and its programmes and projects. He/she will work under the supervision of the NDC Director.
Scope of Work
AJIR+ Programme Level :
- Draft finalize and implement the Progrmme’s communication plan in accordance with the Programme’s Implementation Manual and the AFD’s Visibility and Communication Guide.
- Prepare in close coordination with the partner CSOs the communication plans for the subporjects and provide regular mentorship and guidance to CSOs during implementation.
- Conduct training to partner CSOs on the Programme’s visibility requirements and to develop their skills on success stories writing.
- Produce high-quality Programme’s progress reports as per donor and NDC requirements.
- Follow up the production of AJIR+ documentary.
- Provide high-quality editing and formatting for all Programme-related documents in English, including subprojects information sheets.
- Participate in Programme-related missions and meetings and document them in a professional manner for follow up.
Organizational Level :
- Act as the focal point for NDC information and communication needs.
- Ensure effective communications, visibility, and knowledge management within NDC, and to external audiences (e.g. donors, NGOs).
- Update visibility materials including updates for NDC website and social media channels.
- Draft and finalize NDC annual report, in coordination with the NDC team and follow-up on design and printing.
- Suggest innovative approaches for visibility and outreach both in terms of approach and delivery, including the preparation and distribution of press releases and occasional greeting cards.
The assignment will commence on the date of signing the contract with the Consultant and will extend over the AJIR+ implementation period, until December 1, 2027, which is the Technical Completion Date. The total level of efforts is estimated at 95 days.
The NDC hereby invites Applicants to show their interest in delivering the Services described above. This Request for Expressions of Interest is open to Individual consultants.
Required Qualifications:
In order to accomplish the objective of the assignment and the scope of work, a consultant is required with the following qualifications and competences:
- Minimum of a bachelor’s degree in literature, communications, journalism, media, political science or a related field.
- A minimum of five years of demonstrated experience in related work in communication and reporting on programme’s implementation and results.
- Professional editing and writing skills in English and Arabic.
- Experience working with INGOs or local NGOs and knowledge of reporting procedures, best practices, guidelines and tools for communications.
- Advanced computer skills.
- Easy access to Jerusalem.
Interested individual consultants must provide the following:
- Technical offer: including information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
- Financial proposal : The financial offer should specify an all-inclusive daily fee (based on a 8 hour working day).
