Enhancing Decent Employment Opportunities for Women and Youth in the West Bank

This situational assessment report, prepared by the Palestine Economic Policy Research Institute (MAS) in partnership with Global Communities (GC), examines the conditions of decent employment in the West Bank, with a particular emphasis on women and youth employed in creative industries, including furniture, handicrafts, as well as footwear and leather production. The report analyzes labor market dynamics both before and after Israel’s military aggression in Gaza in October 2023, documenting significant increases in informal employment, rising unemployment rates, a decline in female participation, and systemic weaknesses in labor rights enforcement.

Drawing on the Market System Development (MSD) approach, the assessment integrates recent labor force statistics, sector-specific studies, policy reviews, and key informant interviews with relevant stakeholders. It identifies critical gaps in regulatory frameworks, social protection coverage, and institutional capacity, particularly affecting marginalized workers. The report is published alongside a concise Policy Brief, which summarizes the findings and provides actionable recommendations for policymakers and practitioners aimed at strengthening labor rights, formalizing employment, and expanding equitable job opportunities throughout the West Bank.
