Danish Representative Office: Programme Officer

The position:

  • Title: Programme Officer
  • Place of service: the Occupied Palestinian Territories, Ramallah - with some travel within the West Bank, to Jerusalem and to Gaza

 

Main tasks:

  • Day-to-day management, control and quality assurance related to the aid management cycle, i.e. preparation, formulation, financing, implementation and completion of the designated programmes and projects
  • Engagement in policy dialogue and undertaking field monitoring visits pertaining to the implementation of development programmes within the above mentioned priority fields
  • Planning and monitoring of reviews and evaluations in the same areas of responsibility
  • Assistance with various other projects and tasks within the office portfolio on an ad hoc basis.
  • In cooperation with the Head of Cooperation, the Financial Controller (placed in Copenhagen) and other stakeholders, the Programme Officer is responsible for ensuring that designated projects and programmes are in line with relevant principles, policies and strategies for aid delivery. This includes the overall Danish development strategy, the Country Policy Paper, the Aid Management Guidelines as well as agreed EU strategies and agreed international principles on aid effectiveness
  • Identification of communication options related to the development portfolio and preparation of contributions
  • Contribution to official visits and visiting delegations by preparing documents as well as planning and supporting field visits and meetings

 

Qualifications:

  • Relevant academic degree in the fields of economics, political science, international relations, development studies or other relevant area
  • Preferably 5 – 10 years working experience in relevant field
  • The ability to conceive, develop and implement development programmes
  • The flair for driving and managing strategic initiatives and processes, including good negotiations, communications and advocacy skills
  • Ability to take initiatives, work effectively and efficiently in a results-oriented manner, plan and think ahead and quickly adapt to changing circumstances
  • The ability to fully take charge of the portfolio under the incumbent’s responsibility and work independently as well as within a team in a sometimes hectic environment
  • Fluency in written and spoken English. Knowledge of Arabic and/or one of the Nordic languages will be an advantage.
  • Good IT skills: full familiarity with Microsoft Office (Word, Excel etc.), and similar applications
