The NGO Development Center (NDC) is a non-profit Palestinian organization whose main function is to empower non-governmental organizations (NGOs) to respond to the needs of the poor and marginalized. NDC provides a distinctive combination of technical and financial support to NGOs, to help them perform with improved quality and outcomes, while increasing access to services by the most vulnerable.

NDC has been entrusted by the Agence Française de Développement (AFD) to implement the second phase of the East Jerusalem Identity and Resilience Support Program (AJIR+). AJIR+ finances projects proposed by Palestinian Civil Society Organizations (CSOs) aiming at strengthening Palestinian resilience in East Jerusalem with specific consideration for – but not limited to – education, culture, youth and women.

NDC is currently seeking a dynamic Technical Assistance (TA) Officer with excellent project management and coordination skills to be based in its main office in Al-Ram and with frequent field presence in Jerusalem. The TA Officer will be responsible for providing technical support to a portfolio of CSOs in Jerusalem in implementing their infrastructure and social service delivery projects.

The TA Officer reports to the AJIR+ Project Manager and must have access to Jerusalem.

Position Duties:

Grants Management:

  1. Participates with the project team in conducting the required assessments and appraisals of grant applications submitted to NDC for funding.
  2. Through regular field visits, coordinates the execution of grants activities/ sub-projects, and regularly monitors grants implementations.
  3. Ensures adherence to work plans and budgets, and financial, procurement, environmental and social, and visibility requirements.
  4. In coordination with NDC Project team, communicates with, and coaches sub-grantees to ensure smooth implementation.

Capacity building:

  1. Participates in the assessment of the CSOs capacities and preparation of customized capacity development plans.
  2. Ensures the implementation of all related capacity building activities and plans of the recipient CSOs.

Monitoring and Reporting

  1. Develops detailed periodic activity plans for the portfolio of grants/subprojects.
  2. Provides support to and work closely with the CSOs to ensure quality and timely submission of the semiannual narrative and financial reports.
  3. With guidance provided by the NDC finance team, review the financial reports submitted by the recipient CSOs and all supporting documents to ensure compliance with the grant agreement requirements, and provide the required feedback.
  4. Keep track of requests for payments and disbursements made to CSOs.
  5. Maintain a computerized and up-to-date filing system of the grants/subprojects.
  6. Prepares an annual report on the portfolio of sub-projects.

Qualifications:

  1. Bachelor degree in social science, development, public or business administration, economics, engineering, or any relevant field.
  2. Excellent community development, project management, monitoring, supervision and provision of technical assistance and facilitation skills.
  3. At least five years of experience in related functions.
  4. Good knowledge of the NGO sector.
  5. Excellent communication, reporting and analytical skills.
  6. Advanced computer skills.
  7. Very good command of English and Arabic languages.
  8. Valid Jerusalem driving license.
