Since 2013 the EU support to Palestine focuses on three focal sectors, namely: (i) support to Governance at local and national levels, (ii) support to the private sector and economic development, (iii) support to water and land development. Special attention will be given to the development of Area C, which ought to become the backbone of the Palestinian economy and for which the PA should gain increased control and sovereignty. East Jerusalem will be a non-focal sector, while temporary support measures will be maintained including PEGASE Direct Financial Support and UNRWA.
Apart from these focal sectors, the EU supports many civil society organizations to implement projects in the framework of thematic programmes such as the European Instrument for Democracy and Human Rights, the Non-State Actors Programme and its successive Civil Society programme and Investing in People. Grants are given on the basis of competitive "calls-for-proposals" under these programmes and there are more than hundred ongoing projects at one time.
Communication on the EU policies and assistance is regularly promoted by EUREP through different means, including in the framework of the projects by the EU partners. Since 2011 EUREP has run four successful media campaigns in Palestine to raise-awareness of the EU's work and improve the brand identity of the organization among the Palestinian people. These included billboard campaigns, radio programmes, radio ads and TV programmes. In the last two years the campaigns have run under the message: "Europe and Palestine: Partnership and Neighbourhood" and the main focus was on the EU's overall assistance programme and brand identity. Some episodes under the radio and TV programme focused on success stories of projects implemented by CSO. Recently, a new action has been put in place to improve the communication capacity of civil society partners, particularly on the results of the implemented projects. At the regional level, the ENPI Regional Information and Communication Programme has developed a regional service entitled "EU Neighbourhood Info Centre" (http://www.enpi-info.eu/) which provides support to EU Delegations and HQ to improve the EU-related communication and information activities.
The current call for proposal should be seen in the light of EUREP's overall efforts to improve its communication and visibility towards the population.
Overall objective:
To increase public awareness of EU core values and enhance visibility of the EU cooperation in Palestine through cultural diplomacy.
Specific objective:
To ensure maximum EU public outreach, in both the West Bank and the Gaza Strip, by participating in major Palestinian cultural events, performances, and festivals.
Priority will be given to actions:
• Reaching widespread and diverse audiences (youth, urban, rural) though different events/festivals.
• Promoting partnership amongst events/festivals and/or consortiums of cultural actors.
• Including participation or cultural exchanges with European artists and/or performers
