1.   Background
The programme aims to improve the quality and relevance of training provision to meet the needs of the private sector and the community, and to enhance the institutional capacity of the TVET institutional framework for a more efficient functioning of TVET system.
 
 
2.  Eligible applicants and partners
The direct beneficiaries of the programme will be the public TVET institutions (Governmental or public non-profit accredited by the Palestinian Authority institutions). According to the programme methodology, applicants should form partners’ consortia including at least one public TVET provider, as a lead partner, and another partner from the private sector or any respective organization at the local level. Consortia including more than two partners are highly encouraged. Partnerships with research institutions, universities, are also welcomed. In addition, the for-profit institutions/companies can participate in partnerships. Consortia should not consist of more than five partners.
 
 
3.  Proposed projects scope
The proposed development projects submitted (training packages), should be within the TVET levels (2: Skilled, 3: Craftsman and 4: Technician) and within the priority economic sectors defined by each Governorate.
