The Jordan Valley is located in a stretch of land (about 401 km2) that lies adjacent to the Jordan Valley up to the base of the mountain ridge, east of the West Bank. It runs from the Sea of Galilee in the north to the Dead Sea in the south. The area is rich in agricultural land, warm weather and abundant water sources, offering great economic and political prospects.

This is the fourth quarterly field report of 2008 by Al-Haq's Monitoring and Documentation Department, covering the period from October to December 2008. Al-Haq’s field reports cover human rights abuses and violations of international humanitarian law committed by Israel, the Occupying Power in the Occupied Palestinian Territory (OPT), namely the West Bank, including East Jerusalem, and the Gaza Strip. The report also covers human rights abuses committed by the Palestinian National Authority (PNA) in the West Bank and those committed by the de facto Hamas authority in the Gaza Strip.

Despite decreasing food insecurity levels in 2012 in the oPt, humanitarian conditions in the oPt are still fragile. The deadlock of negotiations between the PLO and Israel, along with ongoing fragmentation of the oPt as a result of settlement activities and the entrenchment of the separation between the Gaza Strip and the West Bank, are key contributors. On average, the number of Palestinian injuries in West Bank demonstrations has almost doubled in comparison with 2011 and is more than 250 percent higher than 2009.
Escalation in Gaza and southern Israel results in the killing of seven Palestinians and the injury of 14 others. Two Palestinians killed by an Israeli truck driver this week. Israeli forces injure 48 Palestinians throughout the West Bank. Settlers set fire to a mosque in the context of "price tag" strategy. Israeli authorities demolish 26 Palestinian-owned structures, displacing over 60 people. In Gaza, one worker killed in a tunnel-related incident. Electricity cuts remain as high as 12 hours per day.
Israeli forces injure 23 Palestinians throughout the oPt. In the West Bank, settlers damage over 200 trees, primarily olive trees. Water supply for hundreds of residents affected by demolitions in Jenin. Around 4 percent of Susiya residents at risk of immediate displacement. Access for Palestinian Fire Brigades exacerbate damages. In Gaza one killed and another injured in a tunnel-related incident. Fuel ciris continues amid entry of limited fuel supplies.
Over the years, OCHA has produced reports on the humanitarian situation in the occupied Palestinian territory (oPt). These have been based on thematic concerns – movement and access restrictions, forced displacement, the Barrier – or geographically-specific issues – Gaza, Area C, East Jerusalem. Fragmented Lives: Humanitarian Overview2011 represents a new approach to the humanitarian situation in the oPt, in that it brings together the key concerns oPt-wide in one document.
