Service-Based Initiatives for Vulnerable Populations

 

The NGO Development Center (NDC) announces the availability of funding to Palestinian civil society organisations (CSOs) through a call for proposals under AJIR+ programme funded by the Agence Française de Développement (AFD). 

The call for proposals is dedicated to supporting vulnerable populations, in particular women in their access to essential services. Duration of the selected projects shall not exceed 2 years. Designed with the overarching goal of contributing to the full emancipation of Palestinian youth, this call for proposals aims at meeting the needs of vulnerable populations through fair and equal access to social and local services. It will be dedicated to providing social and legal services to vulnerable populations in order to improve their living conditions. A strong emphasis will thus be placed on social inclusion and professional integration or reintegration of marginalized populations (women, the elderly, people with disabilities. people exposed to violence, etc.).

Eligibility Criteria:

To apply for a grant under this call, the applicant CSO is allowed to submit only one subproject proposal.  Applicant CSOs must fulfill all of the following eligibility criteria:

  1. CSO is Palestinian, non-governmental, non-profit and non-partisan organization, or a faith-based organization that provides social services to the public;
  2. CSO has been registered for at least two years under the competent authority by the date of submission of the proposal and is able to provide evidence of legal registration;
  3. CSO must have a local operating office (headquarters) in East Jerusalem;
  4. The subproject activities target East-Jerusalem;
  5. Subproject duration cannot exceed 2 years;
  6. The funding ceiling per subproject is EUR 100,000 while the minimum threshold is EUR 50,000.
  7. The subproject budget per year shall not represent more than 50% of the CSO annual resources over the last two/three accounting periods;
  8. The subprojects shall target first and foremost vulnerable populations, enhance social cohesion and include a "Do No Harm" approach;
  9. For construction and infrastructure works, subprojects must have received (at the time of submission of the proposal) all necessary approvals from the competent authorities (as applicable);
  10. Subprojects shall not involve a negative economic and social change or impact and population displacement.

Priority will be given to the following subprojects:

  1. The inclusion of a "Gender" approach in the subprojects will be expected and shall be taken into consideration in the pre-selection choices of the subprojects. For further details, please refer to Annex 1 of the "Guidelines for Submission".
  2. If applicable, for construction and infrastructure works, particular attention shall be paid to environmental building standards. The inclusion of environmental components will be strongly encouraged. Criteria such as low energy consumption, comfort in hot periods and rational management of water resources may provide guidance for the pre-selection choices. Similarly, projects with climate co-benefits shall be enhanced.
  3. Subprojects benefiting from co-financing arrangements from other donors.
  4. Subprojects that demonstrate their sensitivity to the conflict and their ability to adapt to the context of intervention. The subproject should reduce tensions and inequalities and encourage cohesion between communities.

CSOs selected under AJIR+ first call for proposals (Large infrastructure investments targeting education, culture and youth) may not apply to this call for proposals.

Optionally under this call, CSOs may apply as part of a consortium  that demonstrates the added value of each member (maximum of three CSOs). If applying as a consortium, the lead applicant CSO must fulfill all the eligibility criteria above.

The other CSO(s) in the consortium, must fulfill the following eligibility criteria:

  1. CSO is Palestinian, non-governmental, non-profit and non-partisan organization, or a faith-based organization that provides social services to the public;
  2. CSO is registered under the competent authority by the date of submission of the proposal and is able to provide evidence of legal registration;
  3. CSO must have a local operating office in East Jerusalem.

Submission Date: The proposals shall be submitted in hard and soft copies to NDC’s office. The deadline for submission is on Wednesday, October 16, 2024 at 2:00 pm. Proposal submitted via fax or email will not be accepted.
